2019 and 2020 Silverado 2500 stalls after the fuel pump control module fails

Owner reportEngine
Symptoms
GM service bulletin 21-NA-025, dated June 2021 and released May 27, 2021, says some 2019 and 2020 Chevrolet Silverado 2500 trucks with the L5P diesel may lose power or stall with the malfunction indicator lamp on, and that a technician may find code P129F. The bulletin also lists 2019 and 2020 Silverado 3500 and GMC Sierra 2500 and 3500 trucks with engine L5P. P129F is Fuel Pump Driver Control Module Fuel Pump Speed Signal Incorrect, stored in the engine control module. The bulletin says the cause may be the fuel pump power control module, and the correction is to replace it. The parts table lists part 13540018, quantity 1. NHTSA complaint ODI 11600117, on a 2019 Silverado 2500, says that while towing an RV at about 65 mph the truck lost motive power and stalled, and the message Forward Propulsion Failure was displayed. The truck was towed. A dealer diagnosed a failed fuel pump control module, replaced it, and the truck was repaired. The manufacturer was notified. The mileage is 70,000. The filing does not list P129F or part 13540018. Complaint ODI 11553922, on a 2020 Silverado 2500, says the truck lost motive power and stalled on several occasions, and that it often restarted after one attempt. Three dealers could not duplicate it. The truck was then towed to a dealer who said the fuel pump driver module needed replacement. The truck was not repaired. The mileage is about 15,000. That filing also does not list P129F or part 13540018. A 2021 Silverado 2500 complaint, ODI 11618543, says a fuel pump module failed at 70 to 75 mph and that the part was on backorder at 83,000 miles. A 2021 Sierra 2500 complaint, ODI 11753689, names code P129F. Bulletin 21-NA-025 stops at 2020, so 2021 is not a year on this page. These 2019 and 2020 filings do not show a failed module on every Silverado 2500.
Likely causes
The bulletin says a technician may find P129F and that the fuel pump power control module may be the cause. The 2019 and 2020 complaints say a dealer diagnosed a fuel pump control module or a fuel pump driver module. They do not list P129F, and they do not name part 13540018. The bulletin does not say every stall on these model years is this module. The complaints do not include a tear-down measurement.
Common fixes
If the truck loses power or stalls while you are towing, get off the road when you can. That is what the 2019 complaint describes, with the message Forward Propulsion Failure. Do not keep a stalled truck in a travel lane. The bulletin tells a dealer to replace the fuel pump power control module and points to the service procedure in SI. For a truck repaired under warranty it lists labor operation 4022020 and says to use the published labor time. Ask the dealer whether P129F is stored and whether the part is 13540018. The complaints describe a module replacement without those details. The 2019 owner wrote that the module was replaced and the truck was repaired. The 2020 owner wrote that the truck was not repaired.
DIY difficulty
Not a driveway job in these sources. The bulletin says it is for professional technicians. The complaints describe a dealer diagnosis. There is no published procedure here.
Parts needed
The bulletin lists fuel pump power control module part 13540018, quantity 1. The complaints say a fuel pump control module or a fuel pump driver module and do not give a number.
Warranty notes
This is not a recall. Bulletin 21-NA-025 is a service bulletin. It says to use labor operation 4022020 for vehicles repaired under warranty. It does not say every 2019 or 2020 truck is still in warranty. The 2019 complaint says the module was replaced and does not say who paid. The 2020 complaint says the truck was not repaired. A complaint is not a coverage decision, a failure rate, or a diagnosis for another Silverado 2500. The years on this page are 2019 and 2020, which are the years the bulletin and these two complaints name. The bulletin also names Sierra 2500 and 3500 and Silverado 3500. This page does not add those models, because the complaints cited for the repair are Silverado 2500. The 2021 complaints are outside the bulletin, so they are not years here. The DEF connector report and the transmission cooler-line report on this model are different pages. Recall 21V-496 is a different campaign, for an engine-block heater cable on certain 2017 through 2019 diesel Silverado 2500 trucks.
